Bill McKenna Appointed to WVU Cyber Resilience Resource Center Advisory Council

MORGANTOWN, WV — May 8, 2026 — Bill McKenna, Chief Growth Officer at Trilogy Innovations, Inc., has been appointed to the Advisory Council of West Virginia University's Cyber Resilience Resource Center (CRRC), a first-of-its-kind statewide initiative strengthening cybersecurity preparedness across West Virginia's businesses, municipalities, and critical infrastructure.
The appointment was announced by Dr. Elizabeth Vitullo, Assistant Vice President for Economic Innovation at WVU and Director of Strategic Advancement for the CRRC, and Dr. Christopher Ramezan, Executive Director of the CRRC and Assistant Professor of Cybersecurity at WVU's John Chambers College of Business and Economics.
"Bill brings deep federal cyber policy expertise and strategic relationships across DHS, HHS, DoD, and DOJ that will be invaluable as we position the Center to support West Virginia's response to evolving national security priorities," said Dr. Vitullo. "His experience translating federal mandates into state and local execution frameworks aligns perfectly with our mission."
McKenna's advisory role will focus on federal policy alignment, partnership development with CISA regional operations, identification of defense-connected infrastructure priorities, and positioning the Center's capabilities to support the federal CI Fortify initiative and state-local cyber resilience objectives.
"West Virginia has an opportunity to be proactive instead of reactive," McKenna said. "The CRRC can help position the state to think strategically about resilience — not just compliance, but readiness. The threat landscape is changing faster than most organizations realize, particularly with AI-enabled adversaries and post-quantum encryption challenges on the horizon."
The CRRC provides no-cost cybersecurity assessments, incident response planning, compliance support, and training to West Virginia organizations using student and faculty talent across the state's two-year and four-year institutions. The Center has completed more than 40 projects statewide, delivering an estimated $241,000 in cost avoidance for West Virginia businesses and critical infrastructure operators.
McKenna brings approximately 15 years of federal IT strategy and business development experience to the advisory role, with a track record of shaping federal cyber and technology policy. He contributed to the development of Executive Orders 14028 (cybersecurity), 14058 (customer experience), and 14179 (AI governance) through the Alliance for Digital Innovation, and has been engaged by ACT-IAC and AFCEA to assess federal cyber strategy implementation.
He holds a Master of Professional Studies in Homeland Security from George Washington University, where his capstone research focused on predictive AI for emergency management. He is a graduate of West Virginia Wesleyan College and resides in Morgantown, WV.
